In the past, student have done this in a report style with headings. The headings are nice because it is a good check for you to make sure you have all of the criteria listed complete and it is easy for the judges to read.
Below are two great examples of report covers. One is clear and the other is basically a folder but has the ability to three hole punch the report to hold it in place. It keeps the report neat and is a professional way to present it. Both options below are at Office Max for under $3. These are not something the students MUST have, just another tip from your friendly, neighborhood Social Studies Fair coordinator.
